What is the parole process in Maryland? ›

Most parole hearings are conducted by a Hearing Officer, who makes a recommendation to a Parole Commissioner. If the offender is serving a life sentence or has been convicted of any form of homicide, the hearing is conducted by a panel of two Commissioners.
